Tenders that once took more than 10 people are now handled by 3 — thanks to a dedicated AI

A dedicated AI model by Coblit pulls tenders from an aggregator, scores fit and fills in the bid and documents. At a pharma company: from over 10 people to 3.

About the project

International pharmaceutical company

We designed an AI system that pulls every tender from the aggregator, scores how well it fits the company's offering using a dedicated model trained on the company's own data, recommends which ones are worth entering, and then fills in the bid and the required documents.

The outcome at a glance

  • From over 10 people to 3 handling tenders
  • Automatic completion of bids and documents
  • Tenders prioritised by fit
  • More accurate selection of procedures
  • A process that scales to further markets

Project journey

From challenge to success

Problem

An international pharmaceutical company was analysing hundreds of tenders across many markets. Notices from an aggregator had to be reviewed and assessed by hand and — for selected procedures — the bid and documents had to be filled in manually. More than 10 people were doing this work.

  • Hundreds of tenders analysed on a recurring basis
  • Data from aggregators and many other sources
  • No structured format for the information
  • Manual analysis by teams
  • No consistent assessment model

Cost of the problem

A huge amount of operational work and difficulty making bid decisions.

  • Overloaded tender analysis teams
  • Time wasted on tenders that were a poor fit
  • No prioritisation
  • Lower bid success rate
  • Limited scalability of the process

Solution

We designed an AI system that pulls every tender from the aggregator, scores how well it fits the company's offering using a dedicated model trained on the company's own data, recommends which ones are worth entering, and then fills in the bid and the required documents.

  • Pulling every tender from the aggregator
  • Classifying and structuring the information
  • Scoring fit against the company's offering
  • Recommending which tenders to enter
  • Filling in the bid and documents
  • Generating questions for the contracting authority

Business results

Work that used to require more than 10 people is now done by 3 — and the team only works on the tenders with the best chances.

  • From over 10 people to 3 handling tenders
  • Automatic completion of bids and documents
  • Tenders prioritised by fit
  • More accurate selection of procedures
  • A process that scales to further markets

Key value

What really makes the difference

Working with data at scale

  • Analysis of a large number of tenders
  • Processing data from many sources
  • Eliminating manual work at scale

This is not a support tool — it is a system that replaces part of the analytical work.

Tender scoring

  • Uses the client's historical data
  • Analyses previous decisions and outcomes
  • Sets priorities

The team doesn't analyse everything — it works on the best opportunities.

Dedicated AI model

  • Does not use generic data
  • Learns exclusively from the client's data
  • Takes the history of tenders and bids into account
  • Adapts to the organisation's strategy

The system reflects the company's real business decisions.

Generating questions for the contracting authority

  • Identifies gaps and ambiguities in the documentation
  • Generates questions for the contracting authority
  • Supports formal communication

Bid and documents filled in automatically

  • Bid form
  • Required declarations and attachments
  • Review and signature by the team

The team doesn't start from a blank form but from a ready bid to check.

Summary

The project shows how a dedicated AI model can take over most of the tender work in a large organisation — from selecting notices to preparing the bid — and cut the team needed for these tasks from more than 10 people to 3.

Who it’s for

Who this kind of solution helps most

We see similar challenges in many companies. If you recognise yourself in this list, this project shows what we can do for you too.

  • Large construction and infrastructure companies
  • Manufacturers and suppliers of medical equipment
  • IT companies and integrators bidding in public tenders
  • Service providers to government and local authorities
  • Corporate groups operating in many markets
  • Bid departments overloaded with tender documentation (SWZ, the Polish terms of reference)

Why it works

5 reasons why this solution works

I want a similar solution
  1. The team works on the best opportunities

Fit scoring shows which tenders are worth entering, so nobody wastes time on procedures that don't fit.

  2. A model trained on the company's data

The assessment is based on the history of its tenders, bids and decisions, so the recommendations reflect its real strategy, not generic data.

  3. A ready bid instead of a blank form

The system fills in the bid, declarations and attachments, and the team only reviews and signs them.

  4. Fewer people for the same work

Tasks that required more than 10 people are now done by 3, and 100% of tenders from the aggregator are analysed automatically.

  5. Scale without growing the team

The process handles hundreds of tenders, can be extended to further markets, and over time the model selects procedures more accurately.

How we ran the project

From analysis to ongoing development — one partner at every stage

This is how we worked together on the International pharmaceutical company project: from understanding the processes, through wireframes and architecture, to rollout and further development.

  1. Analysis and workshops with the client’s team

We talk to the people who will use the system. We map out how processes work today, where time and money are being lost, and how they should work a year from now, once the company has grown.

    In this project
    • We analysed how more than 10 people manually reviewed, assessed and filled in tenders from the aggregator
    • We gathered the historical tender and bid data the model would learn from
    What you gain

We build what solves a real problem — not a list of features nobody will use.

  2. UX/UI mock-ups and prototype

We design screens and user journeys in Figma and test a clickable prototype with future users before the first line of code is written.

    In this project
    • In Figma, we designed a tender list view with scoring, priorities and a details card
    What you gain

You see and test the solution at the outset — changes to a mock-up cost a fraction of changes to a finished system. You can order the analysis and mock-ups as a separate stage.

  3. Technology selection and architecture

We choose technologies to match the goal, the budget and the systems already running in the company. We design the architecture, integrations and data security so that the system can grow together with the business.

    In this project
    • We designed a dedicated AI model trained exclusively on the client's data
    • We planned integrations with tender aggregators and a single database
    Technologies in this project
    • Web application
    • Dedicated AI model
    • API integrations
    What you gain

No costly rework a year later — the system is ready for more users, more data and new features.

  4. Building in stages

We work in short stages and show a working version every few weeks. We launch the features that deliver the biggest savings first.

    In this project
    • Automatic retrieval and structuring of notices from the aggregator
    • Fit scoring, completion of the bid and documents, questions for the contracting authority
    What you gain

You have constant visibility of progress, a say in the direction and see the first results sooner.

  5. Testing, deployment and training

We test the system, migrate the data, launch it in the production environment and train the team in day-to-day use.

    In this project
    • We launched the system for the tender team
    • The same tasks are now done by 3 people instead of more than 10
    What you gain

A smooth start without downtime — from day one the team knows how to work in the new system.

  6. Support and development after launch (SLA)

After launch we monitor operation, respond to tickets under the SLA and extend the system with further features and automations.

    In this project
    • The model learns from every new decision and bid outcome, so over time it selects tenders more accurately
    What you gain

One partner from idea to ongoing development — you are never left alone with the system.
